The material is sometimes referred to as "rice paper" but is not. It's a very soft and slick inner sleeve, for sure. A good way to use these is to put them inside the usual USA paper inner sleeve. This is a great alternative to more expensive inner sleeves, providing just as much protection.

Measures 307mm across and 307 deep. Sleeves measure 25 micron thick.
